As far as I can tell, it happens from time to time. As the message says, resubmit and - sorry for the inconvenience. Obviously, it isn't that you absolutely can not open a new topic (as you've successfully opened this one).

Yes your correct.

This is third time i'm facing this issue. (All the time mid-night only).

Now successfully i opened new thread.
